Start with the qualification

Check the original Road Haulage or Passenger Transport CPC, the scope of any older qualification and the proposed person’s good repute. Ask about practical experience with your vehicle type, work and risks.

Test the fit

Examine geography, journey time, on-site attendance, driver and maintenance oversight, other statutory appointments and other employment. Capacity on paper is not the same as time available to perform the role.

Document responsibility

Set out the individual’s duties, access, hours, reporting, escalation arrangements and contractual relationship with the operator. The licence holder remains accountable for providing resources and acting on findings.

General guidance for Great Britain only, not a definitive decision for your circumstances. Refer to current GOV.UK goods-vehicle operator licensing guidance and Transport Manager guidance. Northern Ireland has a separate regulator and process.
