Standard licences
Standard National and Standard International goods-vehicle licences require a professionally competent Transport Manager. The operator nominates an appropriately qualified individual for regulatory approval.
Restricted licences
A Restricted goods vehicle licence does not ordinarily require the nomination of a statutory TM. The operator still needs effective maintenance, driver and safety compliance systems.
Do not confuse advice with appointment
An adviser helping you prepare an application is not automatically your statutory Transport Manager. An external TM needs an appropriate direct contractual relationship with the operator, sufficient time and genuine management authority.
General guidance for Great Britain only, not a definitive decision for your circumstances. Refer to current GOV.UK goods-vehicle operator licensing guidance and Transport Manager guidance. Northern Ireland has a separate regulator and process.
